The study on technology of urban ecological redlines division

Background/Question/Methods

In recent years, the rapid development of urbanization in China has brought many new ecological environmental problems, such as the disorder of urban ecological function, increasing of pollutant emissions, occupying large numbers of ecological lands and assets, and difficulties of layout by urban ecological infrastructure, these mainly due to urban development pattern did not fully consider the carrying capacity of the ecological environment and resources. For the management of ecological environmental space and guiding the layout of the economic and social development, we put forward urban ecological redlines division techniques,and take Fuzhou as the research subject. The division of ecological function redline is mainly based on the assessments of the ecological sensitivity, the importance of ecosystem services and the ecological vulnerability; The division of atmospheric environment redline is by using coupled technology of the meteorological and air quality model, to analysis the sensitivity of air pollution sources, the vulnerability of air pollutants aggregation and the importance of receptor; The division of water environment redline is by parsing the pattern of water environment system, to identify critical maintenance areas of water environment system, containing water ecological fragile areas, water pollutants catchment area and water pollutants discharge load area.

Results/Conclusions

According to the above technical methods,we get the division results of ecological redlines in Fuzhou. The ecological function redline zone is 1003 km2, accounting for 8% of the city's land area; the atmospheric environment redline zone is 840km2, accounting for 7% of the city's land area; the water environment redline zone is 230 km2, accounting for 2% of the city's land area. To enhance the control effect, redline zones implement different control measures in accordance with the characteristics of ecological environmental factors. In the ecological function redline zone, the development activities which have nothing to do with the ecological protection are forbidden; in the atmospheric environment redline zone ,the projects of high air pollution and large air pollutants emission are banned; in the water environment redline zone, the projects of water pollution and constructions without relation to water protection are prohibited.
